Let’s say both cousins are related through their grandmother on their fathers’ side, but neither have parents or grandparents still alive… so that rules out the possibility of getting a dna sample from them. But if 2 cousins were to take a dna test themselves, is it possible that they could determine whether or not they had the same grandfather on their fathers’ side?
ok, I realize that, but if they had the same grandparents, wouldn’t 50% of the cousin’s blood be similar enough to warrant an answer?

Not necessarily though they can definitely bridge a genetic link between themselves.

should be. cousins do share some DNA…all family members do, even distant

No it would just show familiar match if anything.
If you have the same grandmother I think you can do it through mitochondrial DNA.
I think the answer to you question is yes, you can determine your linage via DNA testing, but it would be cheaper for the pair of you to do your family tree’s.
If you are cousins then you share a Grandparent at least, follow the paper trail,
